Judy is right UP is still government owned but the current tuition fee structure is what they call socialized. The students tuition fee is assessed based on the income of the family.

Now if you have scholarships that's another way to get a very low tuition fee with allowances for school expenses.

I was a University Scholar in my time and I was paying 90 pesos (2USD or 1GBP) per semester that's three semesters a year if I count my summer classes. Then I get a monthly allowance of one thousand pesos from the University if I remember right.

Other universities these days are not as cheap anymore especially the private ones because the school pretty much dictates the tuition fees.

The only other government universities still existing are PUP (Polytechnic University of the Philippines) and I think Siliman University down South and CLSU (Central Luzon State University) up north. However UP remains to be the only one with such a flexible socialized fee structure.
